ブルー・マーブル・プリンシプル

Blue Marble Evaluationは、持続可能な世界の実現に向けて、システム変革を目的としたグローバルな取り組みを評価するアプローチです。ブルー・マーブル（青いビー玉）とは、宇宙から見た地球を指します。

宇宙から地球を見るように、Blue Marble Evaluationでは、通常は分断されているプログラム、細分化されている介入（＊A）のデザイン、取り組み、実証、実装を統合的に捉え・実践することを志向します。

Blue Marble Evaluationは、システム変革の分野で活動するグローバルな評価者のネットワークですが、実践者や資金提供者含め、「全体を全体として捉える（ホーリステックな）」アプローチに関心のある人たちが多く関わっています。

Blue Marble Evaluationが基礎に置いているのが、ブルー・マーブル・プリンシプルです。Principle（プリンシプル＊B）は、「原理」や「公理」という意味ですが、ここでは「状況の変化の際に意思決定や行動の指針となるもの」という意味で使われます。意思決定や行動の単位は、個人、集団、組織などを含みます。弊社では、「プリンシプル」と和訳しないで用いています。

１．Global Thinking principle
「グローバル思考」プリンシプル

Apply whole-Earth, big-picture thinking to all aspects of systems change.

２．Anthropocene as Context principle:
「人新世」（＊C）プリンシプル

Know and face the realities of the Anthropocene and act accordingly.
我々が「人新世」という時代区分に生きている現実と向き合い、その理解に即して行動すること。

３．Transformative Engagement principle:
「変革（＊D）に連なる取り組み」プリンシプル

必要かつ想定されている変革の規模、方向、速度に合わせて物事に取り組むこと。

４．Integration principle:
「統合」プリンシプル

「越境」プリンシプル：

Act at a global scale.

６．GLOCAL principle:
「グローカル」プリンシプル

Integrate complex interconnections across levels.

１３．Theory of Transformation principle:
「変革理論」プリンシプル

Design and evaluate transformation based on an evidence-supported theory of transformation.
エビデンスに裏付けられた変革理論に基づいて、変革をデザインし評価すること。

１４．Transformation Fidelity principle:
「変革の見極め」プリンシプル：

Ensure that what is called transformation constitutes transformation.
変革と呼ぶものが真の変革であることを確かめること。

Evaluate whether and how what is called transformational engagement constitutes a trajectory toward transformation.
関連プリンシプル：「変革を起こす取り組みの見極め」
いわゆる変革への取り組みが果たして（そしていかに）変革へつながる軌跡を作り出しているかを評価すること。

１５．Transformational Alignment principle:
「評価の変革」プリンシプル

Transform evaluation to evaluate transformation.
変革を評価できるように評価を変革すること。

１６．Evaluation as Intervention principle:
「介入としての評価」プリンシプル

Integrate and network evaluations to inform and energize transformation.
複数の評価を統合し、つなげることで、変革の様態を理解し、変革を推し進めること。

＊注意すべき用語

＊A：介入（intervention）：物事の通常の流れに割って入ることで、評価論における頻出単語です。外部評価に限らず、評価は介入の一種ですが、ファシリテーターがワークショップで質問したり、経営コンサルタントが外部者として提案するのも含め、介入はそれまでのやり方の前提を疑う契機を与えるものです。

＊B：プリンシプル（principle）：Michael Quinn Pattonは、著書『Principles-Focused Evaluation』において、「プリンシプルは、人間の行為において、いかに選択・行動すべきかの指針を与える」、「プリンシプルは、バリューをactionable（それによって行動に移すことが可能になるもの）にする。しかし、規則のように縛るものではない」説明しています。ゆるい表現を使えば、「行動をする上で大切にしたいこと」となります。

＊C：「人新世」（anthropocene）：アントロポセン。地球温暖化のように、人為的要因によってもたらされたものが地球の地質や生態系に影響を与える時代を指します。地質学上の区分として、新生代第四紀完新世の次の「世」と位置付けられていますが、現段階で学説的に確立されたものではありません。

＊D：変革（transformation）および変革的（transformative）：すでに構築されているものの改良・改善を施す改革（reform）と異なり、変革とは、一度土台を壊して作り直す根本的な変化を表します。

＊E：ブリコラージュ（bricolage）：フランス語で「繕う」「ごまかす」を意味する動詞に由来し、「器用仕事」とも訳される用語で、理論や設計図から作り上げるのと対局に、部品を寄せ集め、試行錯誤しながらものを作ることを示します。
